The government recall service indicates it pertains to the airbag and provides additional details as follows:

"Affected vehicles may have undergone a retrofit or conversion of the airbag utilising a previously recalled airbag variant, which, if deployed, may do so with excessive force, resulting in the release of sharp metal fragments that could cause serious or potentially fatal injuries to individuals nearby." The factory-installed airbag for the car is unaffected.
